Depends on which. Most of my stories take place in an alternate universe, where the Time Lords weren't all wiped out, and the planet was just blown through a crack into E-Space. (Full Circle with the 4th Doctor and Romana II.)
Braxiatel is a character from the Bernice Summerfield audios and books (mainly, although he's in Empire of Glass and Theater of War with the first and seventh Doctors, respectively.)
I've tried to write the Time Lords more how they appear in the Big Finish Audios: not necessarily evil or always plotting, but old, tired, world-weary, and would really rather the "lesser evolved" races left them the hell alone.
